The streaming-time call was inadvertently dropped during the streaming parse-cache work, so Safari could paint a transient `scrollTop = 0` frame during streamed DOM rebuilds and yank the reader to the top. That third layer is restored (the helper still self-gates to touch devices, so desktop is unaffected), with a regression test so it can't silently disappear again. Thanks @b-yelverton.
