Docs-only reconciliation of the Stable Assistant Turn Anchors / Live-to-Final
RFCs + CONTRACTS.md + Phase 0 inventory from proposed/scaffold to
accepted/implemented framing. No runtime/CI change; one comment-header fix in
static/assistant_turn_anchors.js. Remaining hardening tracked under #3400.
