starship-s 63c8e3df31 fix(chat): keep pending image turns private through reload ...

Persist trusted pending Agent timestamp evidence before the model call so
session reads, including metadata polls and cold reloads, keep only the
submitted prompt and attachment visible. Preserve conflicting provider
payloads without guessing which copy is newer.
