Addresses the standing documentation finding: records the four evaluation
signals (discovered catalog defers, plural allowlist filters, singular model
never gates, no allowlist shows full catalog), serialized-list shapes, the
empty-allowlist-is-not-configured rule, and the probe-failure fallback.
Registered in docs/CONTRACTS.md per the #7556 precedent.
